I agree, these seem to be the only options right now. I think that taking it to a good exhaust shop to have them weld it is the best option right now.
I don't want to convert the exhaust system if I don't have to.

BTW it looks to me as though the manifold and cat are two separate pieces.

Its illegal to even move the cat in CA? Thats a bit too much regulation. I am so glad I live in MO. There are no such things as emissions tests here. Sometimes they dont even look under the car to check for a cat!

That looks exactly like mine did! I like seeing the bolts between the cat and manifold. That means you could find a junkyard part with no crack and swap it.

They will all fit. All manifolds from 92-00 d15/d16 civics will fit your engine. The problem with your car is the special manifold that has a built in cat for lean burn. The ebay manifolds you linked to wont bolt on to the cat because its the wrong angle and flange. They are meant to be bolted to a downpipe. Your manifold bolts directly to the cat.

So like I said before you need to buy the correct part from a US civic VX or convert your exhaust system to a regular civic which is illegal in CA. Never trust the seller info about fitment. These are very general and you should probably trust me and other members who have dealt with these engines and cars for years.

I thought i heard that L stamped in the far left runner meant it was an HF manifold. Maybe i'm wrong, but some d series turbo guys liked those HF manifolds that had the cat under it, because they would bolt up an adapter plate to it and bolt their turbo to the plate.

Correct me if I'm wrong, but from what I've read civics with the D15B8 engine have the same exhaust parts from manifold to tailpipe as the VX does so you could probably pull a CX manifold pretty cheep.
