Pretty much the reason air cooled motors went away was the fuel used for internal cooling wouldn't pass strict California smog laws and people couldn't mess with control electronics.

You could still buy a Mexican bug until 2000-2004 but you couldn't import it to USof A ,the biggest demand.

In a front-engined car such as the Brazilian Volkswagen Gol, the improved air flow could be combined with some auxiliary oil cooling.

It's a Brazilian replacement body made out of fiberglass fitted to a Ford F-75, which was a local derivative of the Willys pick-up which Ford kept making until '83 after merging with the local branch of Willys-Overland in '67.
