Humanity uniquely defines values, and therefore what constitutes a "good" environment is entirely up to us.

Collectively we've decided that provides a good environment despite fewer salmon than historically available.

No. The reason is because the tribes signed treaties in the 1800's with the US Federal government that exchanged millions of acres of valuable land for official recognition AND the harvest of enough salmon to sustain their people into perpetuity.

Those treaties have been upheld multiple times in federal court up the the US Supreme Court. As recently as the 1990's federal courts have ruled that the US government must repopulate salmon in the Columbia basin and bring them up to a level that meets treaty obligations.

Right, so some in the tribes viewed salmon as important to their environment and negotiated for it.

I'm not saying a nation inside a nation makes sense, only that there are people who decided that a certain salmon population is what constitutes a good environment for them. That could will change in the future up or down.

Our individual and collective conceptions of our ideal environments are constantly changing.
