Humanity uniquely defines values, and therefore what constitutes a "good" environment is entirely up to us.
The Columbia river averages 16.6 Terra Watts of renewable electricity; enough to power 9.5 million homes. Those dams provide flood control and a river navigable by barges for shipping goods.
Collectively we've decided that provides a good environment despite fewer salmon than historically available.
There are a few (usually hypocrites) that believe any alteration of nature beyond what can be accomplished with bare hands is defiling a pure and perfectly benevolent Gaia. I'm willing to be convinced of that religion, but first go out into the wilderness and live only on what nature and your own sweat can render, and after a year come back and extol the virtues of primitive living. Bring back some of that hand-caught salmon because food is always an effective persuasive tactic.

No. The reason is because the tribes signed treaties in the 1800's with the US Federal government that exchanged millions of acres of valuable land for official recognition AND the harvest of enough salmon to sustain their people into perpetuity.
Those treaties have been upheld multiple times in federal court up the the US Supreme Court. As recently as the 1990's federal courts have ruled that the US government must repopulate salmon in the Columbia basin and bring them up to a level that meets treaty obligations.

Right, so some in the tribes viewed salmon as important to their environment and negotiated for it.
I'm not saying a nation inside a nation makes sense, only that there are people who decided that a certain salmon population is what constitutes a good environment for them. That could will change in the future up or down.
Our individual and collective conceptions of our ideal environments are constantly changing.
