I should perhaps explain that my dog is extremely particular: she'll only chase green tennis balls. Try a different color, or a smooth plastic ball (let alone a stick), and she just gives you the "I have no idea what you're going on about" look.

Looks like body parts from a classic VW Microbus. The smaller track on the rear wheels makes me think it's a BMW Isetta underneath:



It must be custom, otherwise I would expect to have seen it here :

...it's (obviously) a Low Rolling Resistance (LRR) vehicle, especially when "rolling" down hill (ha,ha)/
