Okay, so I was able to do some road testing today. At highway speeds and ambient temps of around 35F. I chose to remove the entire upper grill block but left the lower in place. Temps (210F) were causing the fan to run. I did not have to remove all of the upper block to lower the temp but, I know when summer hit's it will probably need it. With lower GB in place, I had no issues with temp. I am going to move forward with a semi-permanent and better looking lower GB(rather than the foam pipe insulation stuffed into the grill). MPG's did seem better, but this is just a feeling and glances at the SG. As time goes by I'll get some better data.
