Vekke is only 50% over "EPA" with the Lupo 2L ...
Ecomodder ranks vehicles on % over EPA.

The trouble is, when starting with a European car and its NEDC value, you're already starting with a severe disadvantage compared to an EPA value.

And seriously adding to that, is that if you start with an already very low official FC, it's tough to achieve it, a lot tougher to improve upon it, and pretty hardcore to improve its MPG by 50%.
