The timing belt looks good. if it's slipping it'd leave shreds all over. If I had to guess (and I would be) the timing looks to be right on.
FYI flooring the throttle will enter what is is called clear-flood mode. essentially the ECU won't inject fuel in crank mode at WOT (sometimes over 75%, some 90% but same idea). you can play with the pedal some, but don't mash it down or you won't get any fuel (shouldn't anyway)
for the valve cover: if it's got rubber seals around the studs, you'll have to unscrew them. the pressure of the nuts on them has formed the rubber to the threads. I had the same problem on my 22re pickup, cover was loose but wouldn't come off till I pulled the grommets. if the gaskets stuck, use a plastic or rubber mallet and use lots of lighter blows rather than a few hard ones.
I like to hate the PO too but it could be their mechanic did the damage or someone working on it 15 years ago.
