Can be done on the cheap if you're willing to scrounge:

Coroplast: free, post-election; cheap (used) from a sign-making shop. Aluminum tubing (1 in. dia): I can get it super cheap buying used from a boat canvas top maker in the area - about $60 for enough to do a boat tail. Tail lights: cheap from a junkyard.

My corolla started at 33mpg on the trip home (~75mph, no areo mods, and quite a few things wrong with the car - alignment way off, struts, tires, engine ran fine).

Currently with out EOC and driving for MPG (slower/smarter) with a few areo mods I get around 40-45mpg depending hard hard I try and time of year. My car only has grill blocks, wheel covers, mud flap delete, and passenger mirror delete.

I got to almost 2x where I started with my neon with heavy aeromods. Although that included coasting (engine on), and slowing down on the highway. I have no idea exactly how much was just aero though. After starting to focus on more efficient driving I got mid to high 20's. At the end I was getting mid 40's.
