At what speed did you start your coast-down? 38 seconds to coast down to zero MPH implies you were going less than 40mph to start. Aerodynamic drag goes up with speed squared, so if you test at 60mph (or whatever your cruise speed is), the benefit (if any) of the skirts will be more pronounced.

I ran skirts for a couple years and could not pick any fe change out of the log that could be attributed to them. Now they're off.

...I'd agree, aerodynamics are more important the faster you go, so 0-40 mph wouldn't be anywhere nearly as "drag'y" as 50-70 mph.
...hence, city driving won't display as much (if any?) FE-improvement as highway driving will.

Air temperature affects drag to a certain extent. If the tires are underinflated, or a brake is dragging, or there is an alignment problem, these will swamp the difference in aero.

Yeah, I like to say that well-designed aero-mods help all of the time, but the magnitude is, as you say, greatly diminished and/or undetectable at low speeds (but it's still there). The best-case scenario is that it "all adds up".
