Looks like a height clearance issue, maybe over 13'6". Not that you couldn't tow it all over, but definitely have to be careful

Noticed where they are: outside crammed into available space next to open door empty dedicated space for high ranked persons. Must be low rank, low status enlisted catching first available ride out of Dodge.
