I believe it was local news that said half of people who technically fail their smog test get approved by the technician anyhow. Something about sympathizing with people and their junk cars motivates them to cut them a break.

Only 3 counties in Oregon require DEQ checks; mine are registered outside of those counties.

Smog checks and roadworthy inspections are still not fully regulamented in my country, but whenever it had been implemented it failed. Well, back here it's highly unlikely that a tester would "sympathize" with the owner of some random jalopy, since it's been basically another cash-cow for the government...

I'm an engineer and I work for a vehicle manufacturer. Nobody at DEQ (our emission testers) care what you do for a living. If your car fails the test it fails the test. Engineers also don't get conditional registrations for experimental vehicles.

Vehicle manufactures can get plates for test vehicles that can only be used for specific and well documented testing.

Maybe that is why DEQ is going to self service inspections. You plug the cord into the OBDII port and hit the start button. The computer does the rest and gives you a pass or fail. Hard to sweet talk or bribe a computer.

You can do the same thing today by modifying the ECU. OBDII is open source.

Selling a OBD cheat device would be a good way to get the EPA's notice. Clearly illegal and really easy to prove.

Yep, remember when people (like Bill Gates, et.al.) used to "spoof" the telephone call "tones" to make 'toll-free' phones calls. Just a handheld gizmo box!

Different jurisdictions might have different approaches to the same topic anyway...

Not in the USA. Exceptions to emission laws for test vehicles are handled at the Federal level by the EPA. You need a special vehicle ID number and the vehicle can never be sold for road use.

If you plan to do it legally at least.
