I figured something happened that caused your sudden departure...
You know, this would be the perfect time to talk to a congressman and representative or two, and get some laws on the books about alternative-fuel vehicles. That would help get things straightened out with the DMV, and you would get to be a HERO!!!

I agree with Intrigued on this one, there should definitely be some sort of petition from those of us "in the know" to those of us "in the dark" about this kind of thing, as it's quite obvious that OBD-IIa/b are diagnostic in nature, meant to diagnose problems with a GASOLINE engine, due to the use of a computer based engine controller, used to finely tune the fuel/air mixtures to a desirable level, in order to cut down on COMBUSTION (key word) emissions.
Some of those words should probably make it into that document.

that really sucks they gave you the run around like that hopefully it will all work out for the best. but still what part of it no longer uses gasoline is so hard to understand no engine means NO ECU meaning the diagnostic port is useless

Wait a minute...that was a real-live EMISSIONS test station? Why in the world didn't you just have them run the thing in and try to hook it up??? They could have just tried to hook up the sniffer, and seen the situation, and bypassed the Peter Principle incompetence (okay, that might be a little mean...) in the front of the building. Then maybe someone who knew what they were doing could have made the exemption happen...

People tend to disbelieve that they heard things which they're unfamiliar with... So saying "it doesn't run on gas" might not impact a person as much as "Kit car."
In fact, thinking about it, you may need to register it as a kit car in order to get it emissions exempt, since EV wasn't an OEM option.
I believe the NHTSA, and whatever other agency fits here, has mandated that SULEV (Super Ultra Low Emissions Vehicles) may operate in the "HOV" lanes, regardless of occupants. This makes it less of a HOV lane, and more of a "Green" lane. Perhaps a color scheme change is in order?
