You could get a vehicle that is cheaper, more fuel efficient and less of a hassle to maintain - but you can't take it in to the bigger cities.
Considering how some vehicles are singled out as unsuitable for traffic inside the emission zones based on age and stock emission ratings, it becomes quite objectionable when some newer models compliant to current Euro standards have an engine which is basically the same as the one fitted to the "obsolete" older one. Even though some emissions control devices are in fact a PITA, had the European Union and its member states not being so strict when it comes to vehicle certification, presumably some folks would rather get a replacement engine rated at a more advanced standard once their stock engine is due to an overhaul. Or to try some other way to overcome the emissions issue, such as experiences with water injection (or alcohol).

How long do you think DEQ will be around after significant EV market penetration? Any prediction for what year we would drop DEQ?

I don't expect to see Oregon end DEQ inspections any time soon. For one thing they DEQ fees raise $14 million a year. I also don't expect to see significant numbers of EVs for a decade or more. I'll take a guess and say 2035.

If we expand OReGO as planned DEQ will get even easier. All you need to do is go online, click test, pay the fee, and you are done. No need to visit a DEQ station. That is how I did my latest inspection.

DEQ estimated that vehicle emissions will increase by 20% if they stop vehicle inspections and people stop fixing their cars.

Last time I checked the department of energy believes that in 2030 about 10% of new car sales will be battery powered and 70% will still be straight gas burner. The remainder will be some mix of hybrid and plug in hybrid.

Anyone think the refreshed Bolt EV and release of the EUV early next year will drive used Bolt EV prices down any significant amount?

Leaning towards my parents getting a used Bolt or possibly Spark, but if a little bit more waiting would help with the price...

Gas prices appear to have the biggest effect on used EV prices.

DEQ communicates with the OReGO OBDII dongle. It runs the same diagnostic test to make sure all the emission systems are working correctly and reports back.

Living in Brazil, some 10 years ago I didn't expect to see so many hybrids as I see here nowadays. Well, actually it seemed more realistic than EVs anyway.

Unless it's some rust bucket which would be more worth for its weight as scrap, there are other reasons to fix properly a car (or try some makeshift fix) than an emissions issue.
