I'm glad you got it enclosed. I hope for the best for everyone in the storm's path. Here, Northwest of Normal, the earthquakes and volcanoes are restless. Look at the bright side, firewood will be cheap!
Most people don't consider a building as a vessel moving through the air at whatever the ambient wind-speed happens to be. The foundation holds a building down as much as it does up, as you find with a lightweight structure.

How will you go about safety and registering this since it's fully custom?

I should be able to make it street legal, by passing the regular safety inspection. Progressive Insurance will (most likely) be able to write an insurance policy, since they are supporting efficient cars; like through the X-Prize. Illuminati Motors is able to register and drive their car 'Seven' on the road.
I repaired and strengthened the temporary shelter with new bracing and a new bigger (25'x40') heavy duty tarp; as well as anchored it with helix anchors sold at Lowes as dog tether anchors. They are about 18" and have a lot of holding strength.
Unfortunately, I'll need lighting inside even in the daytime...

Maybe redo the roof with clear plastic of the 3 mil variety? Might find some salvo at a home improvement type place... they tend to cover sand and bagged varieties of products with it, and you can "weld" it with a heat gun.

And just be careful in high winds, I would not stay inside of that.

Folks, you can build this for $3-4K. The PhlatPrinter 3 is about $1,850 (shipped) and the foam I used cost me about $1,250 or so. Glue was a bit over $100 (so far). I had to buy support rollers, side rails, and I already owned a shop vacuum. My shelter cost about $250.
I can provide you with the SketchUp model (for CarBEN and/or Dave Cloud's Dolphin) and I have the CAD drawing and all the g-code files for CarBEN. I am doing this with the principles of open source design - we all learn as we go, and help improve the process as we go.
