They who wrote the rules have stated that co2 effect was overestimated by 50% and that our star has more influence than W per M*2.
It is the information that the IPCC is based its restrictions apon. CO2 is not the culprit our star is , the grand Solor Maximum the highest in 10k+ might just have a large effect on all planets as observed not just on Earth . We still need to clean up our act or our planet will shake off the flees (people)

If California defies the Federal rejection of the Paris Climate Accord, where do they send all their carbon tax monies? Meanwhile, solar eats coal's lunch without any central controlling authority.
