If it showed up un announced, kids wouldn't get on. BTDT as the only male driver in a school district, once upon a time.
Bus floors are high because the frame is basically a truck chassis with large diameter tires. City busses I have ridden that were lower had huge tire pans intruding into the floor, typically covered with a luggage rack.
