Since the minimum legal speed in a 55 zone is 35, in every state so far as I'm aware, then I'd expect 45 for a 65. But 35 isn't just for a small car to save gas, it's more like for trying to get up a hill underpowered at your maximum legal load. And anything like that is sure to be visible long before faster vehicles overtake you.
Slower at night and in bad weather, especially both, is the other intent of 35 in a 55, plus with less traffic at night, it's the better time for road trips / vacations / whatever.
Going slow in a small car is just suicidal.

Apparently they are very busy doing inspections.

Good luck with your inspection!
My treatment by policemen has generally been good to "wow"! Some years back i was on I-75 NE of Hotlanta and was doing 82 mph in what I thought was 70 mph zone. Also, in general, in Georgia, you get a free pass for 10-12 mph over the posted limit.
But 15 mph or more over the posted limit is a serious no-no. It's considered reckless endangerment or something comparable and the fines are big and the driver's license points are several. Anyway I am going 82 in my Crown Vic, with 3 passengers and we get pulled over. The policeman says "How fast were you going? " I said "82" I believe. He asks me what i thought the speed limit was where we were and I told him 70 mph. WRONG, he says; the speed limit is 55! So, I am going 27 miles over the limit. I thought, man, my goose is cooked. Then the officer says "Pay closer attention to looking at the posted speed limits." I said, "Yes, sir." and he walked away, and drove off and left me in stunned silence.
Another time I was on a local county road and was speeding 20 mph over the limit (55 in a 35 zone). A county Deputy Sheriff was hiding behind some trees and caught me. When he stopped me, he said "What do you think of my hiding spot?'' I said, "That's a great spot, I never saw or suspected a thing!" He laughed and gave me a warning ticket.
So, there are some forgiving ones out there.

I've done some stupid stuff in cars before and got caught, but was always respectful to the officer who pulled me over. Never got a ticket.

Wow the car looks brand new from a few dozen feet away.
I spent the morning removing the miles and miles of gorilla tape residue from the all aero stuff.
The gorilla tape residue was a pain to remove even with my namesake WD40.
Then I gave the entire car the instant clean and shine that WD40 does with ease.
Hopefully the inspector will shake his head wondering why the inspection was ordered .. lol I can always dream.

A lowered Civic in this neck of the woods? He'll probably think some kid was driving it like an idiot and the cops wanted to send him a message. I see so many new, lifted trucks driving around here that are rolling heat scores, and for really obvious things like the tires sticking out the side too far etc, or new Mercedes etc that are slammed low with heat score window tint, but the guy driving carefully in an aero'd car trying to do something good is the guy that get's black flagged. Sounds about right... Good luck with the inspection.

Cops are too proud, and they would be willing to screw everyone who tries to mock them.

OK well it failed .. rusty quarters and a minor oil leak, plus a handfull of minor things that if it was them alone he would have passed it.
The part I didn't realize is once it fails I can no longer drive it .. at all .. not even take it home to fix .. WTF.
I have 30 days to get it passed .... so I talked to the inspector and he will drive it home with repair plates for me as a favor, he recognized my car and felt bad for me.
I bought the bondo already so that part will go quick .. he said just make it so I can't cut myself on the rust.
They will diagnose the leak and give me an estimate, he fears the rear main seal.
Any ways that's the news.
