I've found sanding is unnecessary if you're just trying to remove the haze and yellowing. Sanding might be necessary if it's pitted.
There's a reason I suggested removing the headlight would be the best bet.
I bought a few 3M polishing kits when they on sale for $4 each. Those kits are what made me realize I can go straight to the polishing step. Of course, sealing with UV protectant is necessary or the lens will yellow within months.

I gave up on toothpaste, at least for now.
I wanted to use my buffer, but I don't know why the cover keeps coming off. I used my power brush and the Dollar Tree toothpaste, but it didn't make a noticeable difference.
I used Crest and that didn't seem to do anything, either.
I watched tons more videos and Meguiar's 105 and 205 were popular, so I went to AutoZone to buy them and a drill attachment.
Each of those was $30!
I swear that you could have some place like Shifty Lube do it for $20, but I found Groupons for $50-70.
I might be able to do 7 headlights with one $15 kit, so why would I pay $90?
I found people saying they used Meguiar's PlastX and Harbor Freight has it for $8 and an attachment for $3, but they closed before I got there.
I finally found PlastX and a $6 attachment at Walmart and buffed my headlight for 4 minutes, but despite my crazy-bright headlamp, I need to wait until daylight to see how it did.
It looked clear, but still a bit yellow.
Curiously, headlights often looked clearer after the clear coat, like it filled in scratches or something.
Hopefully I can finally move on!
By the way, I bought $6 painter's tape, but my car was still wet and starting to freeze, so I just tried to avoid the hood and bumper, although that paint isn't great, and it is the wrong color anyway.

I did link $10 Amazon products. There's a reason brick and mortar are going under, and it's because their prices are too high and driving there isn't worth the effort.

Your first post was a week ago. My post with the link to the product was 5 days ago. Prime shipping is next day delivery.
Delaying an unimportant project until you have the right tools at a reasonable price is better than spending too much time doing it the hard way.
Giving up on a suboptimal plan early yields dividends; something I'm still working on, as I spent $20 on a Nissan Leaf EVSE, $20 on parts, and like 6 hours of my time to gather everything I need and build a crappy 240v EVSE. Now I have 2 of them, various adaptors to plug into different 120v/240v outlets, and zero EVs.
I tinker with unimportant projects to distract myself from doing something worthwhile but painfully uninteresting. If I don't attempt to do the tough things, I haven't failed (is what my delusion tells myself).
