Doesn't look like the tensioner would have a very good angle on the belt to do its job. The grooved side of the belt would be running on a smooth pulley too, unless both sides are grooved.

I'm confused, I'm willing to give it a try if there is no risk in damaging the car. Just explain what I need to do exactly, I'm not the best at doing work like this but, I am willing to learn.
Also, for me personally, even a 0.5mpg increase would be worth it.

There are options. If the angle proves feasible for the belt run but not for the tensioner to maintain tension, perhaps the tensioner could be fixed to position and tension set manually.
If running the ribs on a smooth pulley causes a problem, perhaps a grooved pulley could be mounted without too much difficulty.
Nice thing is, it appears the power steering system could be left completely intact if for some reason wolf wants it hooked up again.

I plan on buying a new car (gonna try to find a Toyota Echo with around 50k miles for like 8k or so) when I get the settlement from my car accident, so I will be hooking it back up again to either trade it in or privately sell it.

From 39.69 to 40.19 MPG, with the cheapest gas in Apple Valley, California being $3.96, you would go from 9.977 to 9.853 cents per mile, and if the modification costs $50, the break-even point should be:
$50 = $3.96 * (0.09977 - 0.09853) * miles = 0.0049104 * miles
miles = $50 / 0.0049104 = 10,182.47 miles

Oh, so you do not plan on driving it 10,182.5 miles?
I am glad that we could have this talk.

I pay 4.15. Cheapest around me is 3.99. Also yea, I will probably be putting that many miles on it. I have only had the car for a week and a half and I have already put 1.5k miles on it.
[Edit]: Probably won't have the money for another 3-4 months. So I will probably rack around 20k miles before then, maybe 15k.

Also, does anyone know a ball-park figure of gains from pizza pan wheel covers? This is a mod I really want to do and would like to know what kind of gains I would see from it.

Personal opinion, might not be representative of the truth:
Drivetrain side mods on most cars get you way more mpg than reducing the amount of energy it takes to move the car around. The PS delete will show noticable improvement whereas aero will be harder to detect. Of course with something really easy and basically free like a grill block go ahead.
Also don't even bother with 50 bucks for a new one, like I said go on Spyderchat or Lotustalk or something and find someone who blew their motor. ZZ motors have oiling problems and a lot of them die from oil starvation (2ZZ mainly), and heavy oil consumption from stuck rings (1ZZ mainly) which leads to oil starvation. Someone on Spyderchat is parting out a car with bent valves right now, doesn't hurt to ask for the idler pulley. I can't imagine they'd want more than 30 bucks for it.

Where would I mount it on the Corolla even if I did get it?
Oh also, I will be doing a grill block very soon. Especially since I have my UG and can watch engine temps more closely now.

Wait, I mean this in the most respectful possible way, but do you even read the replies to your posts in your own thread? It puts an idler pulley where the PS used to be, you unbolt the PS pump, put the idler on, and then put the stock belt on.
