Ok, I was able to get the following information.

The car idles around 600-700 rpm

Tires are 165/70/13's

Here are the rpms/approximate speedo mph (not gps verified yet)

1st gear: 2,000 rpm = 18 mph
2nd gear: 2,000 rpm = 31 mph
3rd gear: 2,000 rpm = 52 mph
4th gear: 2,000 rpm = 68 mph
5th gear: 2,000 rpm = 80 mph

Swap you instrument clusters they are easy to do possibly the spedo is off on one more than the other unless all this has been gps verified. The only taller gears are the hf final drive and the that is a cable trans not a hydro. The final drive can be installed but that's probably not the case. Most likely speedos off. I'm at 75 80 at about 2100 in the vx. Not sure with the cx no tach. Also are all tires and wheels the exact same size?

2,000 RPM in 5th gear and going 80 MPH seems WAY off.

Below are 5th gear tests with the HX and VX trans in the EK generation civic. These are all in sync with a GPS.

80 mph = HX 3072 rpm/ VX 2680 rpm
75 mph = HX 2883 rpm/ VX 2520 rpm
70 mph = HX 2692 rpm/ VX 2350 rpm
65 mph = HX 2500 rpm/ VX 2180 rpm
60 mph = HX 2300 rpm/ VX 2000 rpm
55 mph = HX 2300 rpm/ VX 1830 rpm
50 mph = HX 2300 rpm/ VX 1640 rpm
