I saw two things -- the diffuser with fences abaft the wheel well and tubular scoops to bring air across the back of the hub. IIRC they double as dive planes, but I didn't watch it again.

Sure a Volvo SUV might not be the most aerodynamic vehicle out there, but look at this almost fully-blocked grille...

OK, it's a model, but do we think it would have sold, full-size? Any details on the model maker?

It looks neat, but I doubt it would be practical.
I would find it at least inconvenient to get my body in and out of that, and it would only get worse as I get older and bigger. Given how low the car is, the gullwings would only make it more difficult.
Also, the tiny wheels will not make a good ride on any road other than fresh, level pavement.
Add to that no cargo space and a greenhouse effect climate control...

The small casters we are familiar with are unsprung. A small wheel might be defeated by trying to climb a curb over half its radius, but ride quality is mostly about suspension, and the smaller, lighter wheel is easier to control.

There is a clue on the sidepod: Vault-tec.

Ingress-egress is questionable. But it has the oddity.

OK, I'm officially past my best before date. I read almost to the bottom of that thinking Fallout must be a movie. So, this stuff is all just computer graphics?
