Is that the flywheel or a PTO? My guess it's the PTO, common on JD, IH farm equipment

The flywheel may serve as a belt-driven PTO too.
Notice the pulleys built-in to the flywheel?

AFAIK the Renault Twizy is made in Valladolid, Spain.
