Not sure if it has to do only with regulations in the American market making it less economically viable to do some improvements to the aerodynamics of urban transit buses than their counterparts in Brazil, which BTW is also a major export hub for buses to other 3rd-world countries.

The exposed flywheel reminds me those Tobatta tiller-tractors.

Is that the flywheel or a PTO? My guess it's the PTO, common on JD, IH farm equipment

The flywheel may serve as a belt-driven PTO too.




Notice the pulleys built-in to the flywheel?

AFAIK the Renault Twizy is made in Valladolid, Spain. Doesn't reaaly seem to be much of an aerodynamic nightmare, as long as it gets real doors and windows, which some versions can't be fitted with as they're titled as a quadracycle, just like those ATVs supposed to be off-road only (yet in countries such as Uruguay I remember seeing ATVs on the street normally, while in here in Brazil the last time I saw one with a registration plate was in 2009 when I went to Manaus spend some time with my maternal grandfather).
