An helical vertical axis tri-plane wing.

The airfoils would be timber bamboo, split in thirds, lashed together and twisted when they're green, then the airfoil shaped and carbonized when they are dried. The culms would attach to the shaft via three struts.
20ft of hex bar to act as a torsion bar that stores energy to spin up from stopped.

The failings of green energy are starting to be exposed, even coveted hydroelectric is starting to fail. Hydroelectric is pretty important since it's the only green power that has demonstrated it can reliably cover base load and modulate.
Not even the best base load green energy technology, nuclear can modulate output.
And it's in California. Ha.

We will close our coal fired power plant and use more hydroelectric.
California 4 years later. Crap! We are out of water and the state is on fire.
