Yes, this is all unburned fuel, and these engines run a special tune where high amounts of fuel are injected with the intent of making it not combust entirely.
Plus the exaust system needs to be modified as a particle filter would stop that.

However I was more talking about running people over, wich is even worse.
Remind me, why is it easier to get a car than a gun again?

In the US it is easier to get a gun than get licensed to drive a car but both are very simple.

There's no right to own or drive a car in the united states.
But also if you are a felon or a wife beater you can't legally buy or have a gun but you can still buy a car.
If you run some one over with a car you are much more likely to never spend a night in jail.

Yes, but the danger from a truck (~2 tons) is far higher than from a cyclist (<0,1 tons) and the cyclist will not be unharmed after any crash.
So I have my doubts that a "reckless hippie" would intentionaly run over anyone.

I've thought it ridiculous the punishment for riding a bicycle intoxicated is the same as driving a 2-ton car going 75 MPH. You couldn't kill someone on a bicycle unless they were an infant or extremely old and frail.
