Best thing I've seen done w/ a Smart ForTwo was that it got pretty much gutted and a Hyabusa motor installed. That thing would smoke the tires all day.
Other than for entertainment value, they're about as useful as a Radio Flyer, IMO.

I'm sure with some careful driving you could do ok, but it seems like it's easier to improve with a car that slips through the air a little easier.

Interesting you should say that. My LR3 has (according to various sources, none of which I'm completely willing to trust anymore given the previous posts) a Cd of 0.41. And per my EM fuel log stats as shown in the signature, I'm getting 30% above the EPA estimate. And regardless of whether the Cd is correct, nobody would accuse my vehicle of being slippery. I'm awfully aggressive about my hypermiling though.

Now that right there is an interesting mod. I had a Hyabusa once.

True in general.... but specifically for road vehicles, at the speed they typically travel, Cd is effectively constant.
(Couldn't tell if you were just making an aero joke about the different Cd values...)
That said, different wind tunnels are known to produce slightly different results just by virtue of their design.

Yes, true enough. I was just making sarcastic excuses for the "all over the place" Cd specifications for the Smart Fortwo.
