In the one-time Republic of Viet Nam, they had roadside kiosks with rows of glass whiskey bottles refilled with some combustible liquid.

All they needed was some soap flakes and a rag.

Why would they need both the soap flakes and the rag? To remove whisky leftovers from the bottles? Well, as they were selling "some combustible liquid" not clearly specified, as long as the total alcohol content is kept above 80% it's OK

The soap flakes for a jelling agent. And you wrap the rag around the bottle, not stuffed in the neck.

Back in the day, the cookbook was the only published semi plausible set of data you could get your hands on. Heck I had access to one in high school, it was common in all the Hermosa Beach hippie bookstores. We also knew that most of their stuff wouldn't work as described.

I took your post for what it was, but couldn't figure how it worked without the rag. Still can't.
