It's not okay to fill bags with gasoline unless you are trying to loot and burn a city, then it's fine.

It's the lack of intent from people who know.
I'm not going into detail, but it's great that terrorists aren't usualy the smartest or most knowledgeable people.

I thought it wasn't meant for that. Well, it was still not uncommon for people in the Brazilian Amazon to use fuel smuggled from Venezuela and Colombia, often sold on regular Coke bottles.

Makes me wonder if some sort of flexible Jerry can could be made out of the same rubber compounds of air tubes still fitted to bias-ply tyres (which remain quite common for motorcycles, and for some collector cars in my country).

I filled one of those 300 gallon fuel crates while it was loaded in my truck bed once. Diesel prices at the station happened to be lower than I could get delivered, so I filled up there using their high speed pump (meant for big equipment). It wasn't a fuel shortage; the prices were good and I happened to need more.
I'd like to see those women pick up those 15 gallon totes after filling them too. 6 lbs per gallon adds up quickly.
The hamper would probably hold fuel decently if it were lined with a garbage bag. Sloshing is a mother though.

Milk bags, yup!
I once tried to fill a container that wasn't a regulation gas can at a self serve station, and the attendant wouldn't turn on the pump.
I'm guessing that's not a thing any more.
