I dunno about that. Personally, I think I burn less gas going 10-20 mph over whatever the limit happens to be, than a cop would idling his gas-guzzling cruiser while writing up a ticket.
I also think there's not a whole lot of conflict between being eco-friendly, and desiring to drive at a reasonable speed. An Insight (or Prius, Tesla, etc) going 10 over is IMHO a lot more eco-friendly than say an Escalade, Suburban, or F350 going 10 under :-)

That's one of MANY reasons that I use cruise control EXTENSIVELY.
I know it hurts my fuel economy, but 50% over "EPA combined" isn't excessively embarrassing. From my point of view, anyway.

If you are concern about points, you can take a driving course and get +5 points. I do that so I carry a balance to negate any offenses that stick.
