Lightweight and cheap is typically a contradiction in terms. You can usually find quality, lightweight rims on Craig's List for a reasonable price, but they will be used. Expect to pay almost double for those rims new.

Lose the passenger seat. Mine has been out of my CRX for like 4 yrs. now.
Delete or downsize the outside mirrors.
Most of all, if your accelerator pedal has a light touch to it; practice driving in your socks.
The sensitivity increase w finesse w your right foot will more than make up for chucking
more weight beyond this point!

Use WheelWeights.net - Database of Wheel Weights to ID wheels you might be able to apply and then craig's list for the buy. If you look at my garage description of my car you'll find my weight reduction info. My biggest gains were rear seats, AC, and wheels. Good luck.

As mentioned the easiest 2 are wheels and battery. Battery is straightforward. With wheels you would have to take your stock wheels off and see how much they weigh. Generally OEM wheels are a little heavier and stronger than some of the lightweight wheels you'll find. If you're able to sell the OEM wheels off, you can replace your wheels for maybe 400 bucks using Enkei or Kosei ones, and you could drop another 20 pounds (depending on how big the stock wheels were). If the stock wheels were steel you might be able to lose quite a bit.
