What will come first; secession, single-payer or total elimination of ICE?
...in California?
European countries are looking to ban the sale of gasoline and diesel engine cars within the next few decades, California - known to set the bar high for vehicle environmental standards, is also considering barring the sale of vehicles powered by ICE. California Air Resources Board would like to lead the state to combat climate change, same reasons for the phase out in France, UK and China. Mary Nichols, chairman of CARB, “I’ve gotten messages from the governor asking, ‘Why haven’t we done something already?’” The governor has certainly indicated an interest in why China can do this and not California.”

People complain about blackouts when everyone turns on their air conditioning.
How much energy does it take to charge 4,000 pounds of metal?

If you charge them at night/off peak the peak load on the system hardly changes. If people insist on charging them at *work* however, you're all screwed.
I suggest utility connected smart chargers that only charge in off-peak times by default and on-peak times only by user request. This would automatically balance load and minimise user cost.

Forcing most if not all the proletariat to drive electric vehicles could work but California already shot them selves in both feet as far as generating enough power.
Otherwise it would work pretty much everywhere else in the country where they aren't afraid of the global warming bugie man and add power generation capacity as needed.

Would still result in better overall emissions, unless you have a lead-acid car charging off coal

Doesn't California have good public transportation? Couldn't one argue that raising taxes to provide "free" bus passes, etc. would pay for itself in other savings?

What if California does do away with automotive combustion emissions and the air quality doesn't improve much?
What if they find out most of the pollution is caused by industrial, municipal and commercial sources?
It's already happened twice that I know of.

I rule out no depth of stupidity that California is willing to fall into. Total elimination of ICE isn't possible, regardless.
