I have no clue about it being an actual reason for the slow arrival of hybrids in the American market, but I remember reading about all the expectatives surrounding the EVs and hydrogen-powered fuel cells between 20 to 15 years ago. Anyway, I'm not sure if a, let's say, more hybrid-friendly policy would have led to a more widespread nationwide harmonization of emission requirements between CARB states and the others with less stringent standards.

If CARB says they won't allow electric-hybrids, it takes away a big chunk of potential buyers. No car maker wants to be the one to take the risk, and losing the California market up front is not a good start.
VW had a viable hybrid design in 1989, but they saw no market for it and dropped it.

The pollution issue in California is a function of the coastal geography so a local solution is the most logical. Light weight electric velomobiles could help address the congestion and pollution problem if they could be taken aboard mass transit. So far no one has built one with AC that I have heard. Secession talk is alive and well here in upstate NY. Several counties along the PA border have expressed interest in joining PA over the fracking ban. A Canadian civil servant I met told me their single payer system would not work in the States- our administrators don't carry enough about the people. Electric vehicles may be twice as efficient but cost twice as much and go half the distance. A fill up at a gas station takes about 10 minutes. We can cast iron and machine parts in our basements and barns if we have to.

The easier handling of liquid fuels and oils is a good point. Even if one would eventually have to run on moonshine and use castor oil for lube
