17,000 lb is nothing. A tanker car can hold up to 250,000 pounds of oil. That is less than half a tanker.
When the next oil train derailment happens and if only 17,000 gallons of oil spills a miracle will have occurred.
As an oil train passes by the Mcdonalds I am at with almost 40 oil tankers on it.

Light oil might not be an issue to the supply of regular Diesel fuel for the trucks, as the ULSD is already thinner than older Diesel fuels with a higher sulphur content. And nowadays Natural Gas (either compressed or liquid) is being more highlighted as an alternative fuel for commercial hauling. The lower cost to process NG is also somewhat attractive for the oil and gas industry as much as it is for other operators that supply their methane from renewable sources.

Oregon train derailment spills oil, sparks fire

Well hate to say it but I called that one pretty much dead on. What happened here is some one decided we should send millions of tons of oil on crumbling rail lines instead of building a brand new pipe line this situation reached its only possible logical conclusion.
