Uh, oh. If that connector is unplugged from the injector, and has 12 volts on both sides, there may be an issue. The computer/module (don't know Toyotas) grounds that ground wire for the length of time in milliseconds that it wants. It's possible there is a 12v feed on the ground side to prevent any fuel from being sprayed when not wanted, however...

I'm wondering now if your voltmeter can't catch the injector ground pulses fast enough to tell the difference. It still could be that you're on the wrong side of the injector...

ECU pinout
Engine Control Schematics

Tapping the positive side from the ECU (yellow wire) actually showed the pulsing on my multimeter with the engine running. Since redoing to the negative line (black wire at the injector), there's a constant 12v either engine on or just power on.

Not

You're black is you're ignition hot. Your yellow is the pulse ground by your ECU... if I'm reading that correctly...

Yep, after looking at it further, you have a common hot, the black (and maybe with a white stripe) wire, coming directly from the ignition switch, and the four differently colored wires back to the ecu from the injectors are for grounding them separately... sequential fuel injection.

And I just love it that they would make a black wire the hot one.

And THAT, friends and neighbors, is one of the reasons that I never could make any real money diagnosing electrical problems...

So I went through the trouble of wiring up to the wire inside the engine bay and running back through the firewall because I forgot to look at the little arrows, and actually had it right the first time....

I'll try swapping the wires tonight. I'll definitely let you know if it works.

Sounds a lot like working with computers. Dang machines do what they want instead of what they're told, and then there's dealing with the people that use them!
