Water-soaked air cleaner? Are you sure? That would make more sense in a swamp-cooler than in an air cleaner.

I really don't know for sure, it has me stumped. It's plumbed right to the throttle body. It was dry when I got it. There's no filter anywhere. It could have been removed before I got the car. If anyone can shed some light on it that would be great.

The 1946 Chevy - (2001) Prius on that makes it stand out even more.
I like the fact that is is an 'old' Prius too. I'd add the year.

Maybe drop in a shade of the Creation of Adam by Michelangelo as a background?

Shrink it a little to give it some margin. Brush paint it in washes and then buff it with a 3M pad to match the patina.

RedDevil — How about just cat eyes in those tabs at the top and bottom?

I think longterm I would prefer low key signage, myself. Stressing it to match the patina of stressed paint is a good idea too. So i might make it smaller and quite faded. Over time, I think the novelty might wear off. That's just me.

The margins are better. Photoshop (or whatever) has a Skew function that would align the verticals as well. Maybe different width margins on the badge and the banner.

But that's art criticism; feel free to ignore it.

I think you shouldn't make it so clear that it has Prius guts in that sign. Try to make it quite like a teaser.
