"light" alloy wheels that are aerodynamic, usually aren't really light as they need too much material to fill nearly the entire rim area.
Light alloy wheels that are light, usually aren't exactly cheap, nor aerodynamic.
Your hubcaps don't look that horrible to me, and the steelies may weigh less than you think , and be not that much heavier than a "light" alloy rim - if at all.

Ok I think I may have found a set of wheels that will work. The rims off of a civic hybrid those look as aero as you can get plus they are 15 so I will go taller which is what id like to do as well

If you're just running constant speed down the road, don't worry too much about the weight. If your roads are like mine, its a lot of 45-65 mpg driving with very little stop and go. The aero will do more for you driving down 45.
May want to check and see if the bolt pattern is right on the civic wheels also.
Moon discs aren't flat, they look like drum cymbals. I found mine on ebay for $70 shipped (not on yet). Just search "disc" in the hubcaps category.

If you can do the 'cheap' you'll have a way to look for an mpg benefit which will help you decide if you want to go deeper into your pocket.

I got a set of 5 OEM wheel covers for $80 and have been using 4 of them for over a year now. The 5th one is just a spare cover.

If a 15'' GM hub cap wil fit a 15'' steel honda wheel then they will work for you.

I thought you said you were going to move up to 15s?

Yeah if I go with aluminum wheels I don't think I'd go with steel if I switch.
Edit. I may go with steel wheels since newer civic wheels will fit on my camry time will tell
