Aero hubcaps or rims?

I've been researching hubcaps and rims. Moon discs? pizza pans? but I want to go with a lighter wheel(steel wheels as of now) but thinking hubcaps till I get new wheels and tires. I have a 99 Camry with these hubcaps

I've been looking at moon discs but they aren't completely flat right? I found these that may be a little better and slightly cheaper

I have 3 ideas
Most to least expensive
1) buy new rims that are more aero and lighter
2) buy moon discs and yes they are not flat
3) make flat circles out of coroplast for smooth wheel covers, and beings you have steelies they fit inside of the lip around the outer edge of the wheel and can be easily install with zipties

4) cut a disc out of some material (coro, or whatever) and affix it to the existing hubcap.

PS: your OEM hubcaps look pretty good (they're not air blenders). I don't think you'll get a big enough savings from buying aftermarket discs to make up the cost in a reasonable amout of time (if that's your goal).

Alright I got the material today(old advertising signs from work) I think I can trace my current hubcap and cut just a hair inside of my trace line. I'm going to try putting them on without taking the wheels off tho. Gonna use zip ties like you did and go around the holes in the steelies.

i tried doing the hubcap tracing and it turned out not very circular and not the rite size as the hubcap overlaps the lip of the wheel and at least on my caps they angle at the end so neither the outside or inside of the cape was the correct size
