People won't all wake up one day and mass migrate. The environmental change is so slow that migration will take place over millenia. There may be localized events that prompt relatively large migration events, but its not like temperate zones will need to accept 4x more people in the next 2 years.

Heck, I'm already wise enough to know I couldn't survive in any southern state.
