It would work if we had unlimited energy that doesn't require but maybe a tiny bit of fossil fuels input, such as mining fissile fuel.

All I can say for sure is California is the example of what not to do on all kinds of fronts.

CO2 doesn't come from cars, it comes from people? It's not CO2 it's Methane? That dryer hose blowing free air is the source of all their plastic? Let's calculate the velocity of an Empire State building full of air through a dryer hose.
