I don't understand what is so difficult about this concept.

P.S. Do I P&G? Yes! Would I P&G in front of a cop? Hell no! Not only is it a surefire way to get pulled over thus wasting everyone's time, the coasting part (and I do it engine off) is illegal in my state. So, is not doing P&G in front of cops a sensible thing? Yes.
