Agreed. Wheel/tire mismatch, wing with a roof rack.
But a sharkmouth makes up for a lot.

No the shark mouth just adds to the confusion. All I can get is "What were they thinking?"
I suppose it needs the evap cooler on the passenger side to be complete

I saw it at a swap meet and had to have it even before knowing what it was.

The closest match I find is the Polo Variant. It's front engined, prolly South American. The wheels and bumpers look right.

This could go under Aerodynamics, but it's VW specific:
