Unfortunately there was no article on the car, they just had a picture so I can't respond to why those are on the rear fenders...
But I was thinking they were ducking down to keep their head out of the picture since the brake lights are on.

In any case, the best way to stance a Beetle is fender flares that take the roll out of the fender.

This one looks like a Mexican Beetle from the painted headlight rings, and modern turn signals.
