I believe that is US law, but I do know it is set in Ohio. It is no fault, and doesn't increase the rates, but if one is prone to accidents, it does add on the "cap" that one has with a company before being dropped.
Hitting a deer each week won't (or shouldn't, may vary by state) raise rates, but it will add up to your total.

I had a no fault accident and after screwing with the guys insurance co I asked mines to step in. Next billing cycle my rate went up 200 bucks.  I called the next one advertised on tv and got my original rate.

Either that or that gecko. Those two have some of the most aggressive advertising campaign of anyone I've ever seen.
Also, I believe in under acts of god at least in my state insurance does go up if you use it, as even though it's not your fault: You are still now statistically more likely to be affected by acts of god.

Or perhaps you are living in a place where deer often run out in front of cars, which makes deer strikes a foreseeable risk? I have some good friends who do: I seldom drive the ~3 mile stretch of road from the main highway to their place in the evening without seeing some. Fortunately, they seem to be learning (the hard way!) not to run out in front of cars.

It looks like it will be totaled. Nothing is sure yet, but because of the damage and the price of parts, including the potential need for aftermarket parts, it is leaning towards totaled.
Will keep it updated.

First gen Insights are rare and unique, and not made of rusting steel; a classic in the making. Please think twice before getting rid of it, their value may rise in the near future...

They "totaled" my Insight in name because of repair costs. Mine is still perfectly functional though and has a regular title. I paid $500 to buy the car back. You can make back way more than $500 in parts alone. The Wheels fetch a good price, skirts, switches, computers, battery, transmission. And the aluminum is worth $300 if i remember correctly. And there are people who will buy up parts fast.
If my car ever completely dies, i'd like to strip it to the aluminum unibody and make a superlight track car or dunebuggy then enter it in the 24 hours of lemons.
