So for what I have seen, testosterone seems to be the deciding factor everything else being equal. So hormone negation / enhancement, classes based on levels and BMI.

When the IAAF looked at 21 track and field events they found higher levels of testosterone was helpful in 5, harmful in 3, and had no effect in the remainder

You're getting the idea...
We keep expanding the criteria and in the process creating new classes until we end up with the fact that every individual is unique, and in a class of their own. Every individual has an infinite number of advantages and disadvantages with respect to any given objective.
...which is why this whole thing that was never a problem is nonsense.

Every athletic study I have seen is all over the map. So either they cant test for it, their parameters are too sloppy, or it doesn't matter, but stop whining about it and get on with it. However if it doesn't make a difference, why test for enhancement at all and then penalize?
2nd law of social science:. Under the most exacting of testing with the most rigerous controls and stimuli, the organism under study will preversely do as it darn well wishes.

I saw a spool of something next to the road about 100 yards from my house and got excited.
Took a closer look, and it's 144 strand fiber optic cable.
Perhaps the fiber internet I've been anticipating?
Boy, that spool is sitting atop "danger hill", named that because of the sign that says danger hill when approaching the 12% grade. Would be carnage if that spool headed down the hill.

It's been over a year, Wave broadband was bought by Astound, and internet service has never been so costly.
Who thinks this is the year Ziply finally crosses the road and runs fiber the 300 ft to my house?
The locate paintings on the street for water, sewer, cable, power, and gas have all worn off, so they'll have to do another locate if they get around to installing fiber here.
