Your point about the marketing claims is right on....however.....look at all the unicorn poop that has wild claims!
A precut belly pan with all the proper holes and hardware for mounting the thing would definitely be more appealing than doing it yourself. Getting under the car and measuring everything and.getting the materials would be a pain in the butt for Joe Schmo.

As a would be entrepreneur,consider the task of purchasing,leasing,or renting every vehicle on the market.Then taking them to an undisclosed location where an initial bellypan is fashioned or digitized,from which clicking-dies or water-jet cutter,or some other means is utilized to manufacture the pre-cut panels.
Then materials purchasing,labor,equipment,training,manufacturing, packaging,warehousing,distribution,marketing,facil ity,fixed expenses,insurance,utilities,rent,taxes,etc. to make it all happen.

Or if your kit includes: nuts bolts, zip ties, scissors and a instructional dvd, with the intent that the purchaser would source the chloroplast locally. It would be considered by the home hobbyist as well as those with less than stellar creativity abilities.
