When you lose a lot weight, and improve the aerodynamics, the engine will pull the car along nicely at lower revs (and lower power) as it needs less power, so you can get away with taller wheels.
Taller wheels roll better, even if they need a bit more power to get them spinning.

Ive never been bothered or ticketed for mods Ive made, Ive found if your not bringing atension to yourself and are driving like you should they dont bother you, I used to work in a Autobody shop and am a welder and engineer so I now what to do on these mods, the car pictured used to have a roll cage which I cut off in prep for the next mods , next step is to mount the seat and all the controls in the center , remove winsheild and other body parts, Im thinkin about narrowing the track in the back, thinkin the shape will end up like a water drop, round and wide in the front then go to a point in the rear

That's what Dave Cloud did with his Metro to turn it into the Dolphin.
