Not really.
There's obviously different ways to look at it.
The % over EPA says nothing about the actual fuel use.
My measly 12% over "EPA" (or rather NEDC) doesn't look like much, but it translates to 52.5mpg, which looks a tad better.
The EPA numbers are just the result of a test.
Or a calculation based on the results of the old EPA test.
Plenty of European cars don't have an EPA result but use the EU numbers from a different test (which is far harder to beat).
If anything, the best value we could look at and compare, is consumed energy/distance, as the energy in different fuels is also different.
