The scientific method used in this video is GOOD!?
What's odd is the positive results! (vs the alternator)
Correct me if I'm wrong but intuition says the the area of highest static pressure at the front of a vehicle will be at the most forward, most perpendicular to the wind part of the body where the wind has to change direction the most..? (This is aerodynamics where intuition is almost useless!)
That prop should make it so the air hitting the same surface is no longer perpendicular to it, which may well help..?
I like that this guy gets WELL into the science of things, then does this kind of crazy 'clickbait!?'

The static pressure is highest at the center and fades away forward, according to static pressure heat maps I've seen. Sort of a phantom bull nose riding in front.
He used a windmill forward of the stagnation, if it were closer it would be choked off, might do better further forward.
OTOH an impeller close in could work. So long as it didn't block a radiator.
Youtube's end screen suggests two more videos on the topic from Quint BUILDs.

I haven't seen any visualizations of the air behind a wind turbine, but it will be slower and less perpendicular after which should help.
But nothing more than an oddity... or is it? See the other (people's) examples 2nd last part of the video.

What it needs is a proximity sensor that changes it from generator to motor at full power when a pedestrian is detected and machetes for blades!
A recording that yelled: "Pedestrian! Yummy!!" would be nice too!

Seriously, the pedestrian EV problem is easily rectified by a directional front mounted buzzer/squealer/etc that is activated only while touching the brakes that does NOT sound like an obnoxious horn, but more like normal mechanical operation of an oncoming vehicle, so as not to inspire "pedestrian rage".
The technology certainly exists, just need the will and maybe the foresight?
Same ought to be the case with making the center brake light rapidly flash when making a U turn.
