but i could not understand how they get better mpg in there test and we can't ...

Theoretically the voltage applied to the ECU and the spark plugs is the average voltage coming from the battery measured in place.
This can oscillate quite a lot depending where you are measuring it and if the alternator is charging or not and overall RLC of the car system.

Adding a capacitor to ground can help but I would do it locally like you place the decoupling caps close to the supply pins of an IC.
