Sounds like the cheapy version of this (which also might be a scam, at least in terms of the magnitude of it's claims) :

This latest device from Japan acts like a capacitor, except that it is used for performance rather than for audio applications. It's function is to stabilize the voltage of the battery so it is most effective when the battery is under a heavy load from components like A/C, stereo, lighting, etc. Where the same company's H.G.S. (a.k.a. Hyper Ground System) aids with the operation of the alternator, H.V.S. aids with the operation of the battery.

We have theorized that these are big "ultra capacitors" that level out the juice from/to the battery.

I got one of the cheapy versions a few years ago but I couldn't tell if it was helping.

Hrmmm, they are also selling the equivalent of the "nanopulser" battery desulfator :

but i could not understand how they get better mpg in there test and we can't ...

Where I am less convinced is when the claims are extended to significantly improved fuel economy or torque / power. Modern vehicle wiring and ECUs are already designed to operate in a harsh electrical environment. They cope with conditions from maybe 8V starting with a nearly-flat battery to 16V on a boost charge, and with electrical interference from mobile telephones etc, without failure. The ECU runs internally at 5V or even less and is heavily stabilised to ensure the processor runs fault-free at all times. Many modern ECUs repeatedly self-check and would shut down the engine entirely if any kind of fault condition occurred. Overall, it is hard to envisage how a more stable electrical supply could significantly improve engine economy, emissions or performance on a vehicle in good condition.

Theoretically the voltage applied to the ECU and the spark plugs is the average voltage coming from the battery measured in place.
This can oscillate quite a lot depending where you are measuring it and if the alternator is charging or not and overall RLC of the car system.

Adding a capacitor to ground can help but I would do it locally like you place the decoupling caps close to the supply pins of an IC.
