Sounds like the cheapy version of this (which also might be a scam, at least in terms of the magnitude of it's claims) :

We have theorized that these are big "ultra capacitors" that level out the juice from/to the battery.
I got one of the cheapy versions

My opinion is it won't help your MPG in a detectable way, but it may help your radio reception.
