Sure, but it could be either filtered or boiled to kill contaminants and enable human consumption, or serve for other purposes such as watering garden plants.

I made bread with a friend. No yeast. We just set a bowl of water out, exposed overnight, to whatever was in the ambient air and added the flour.
Turned out, the air was full of 'flora.'

No wonder Jewish tradition claims just adding water to flour and leaving it unattended for a while, even if no yeast is added, results in fermentation. That's why matzo bread is baked so quickly after flour is mixed with water.
