The lip is right in front of their eyes, they need to look through it.
It needs to be fairly upright, otherwise they'd only see the reflection of their instruments.

Neither of them ever posts here. And Terry has more recently removed the lip and added a double bubble to smoothly raise the screen to the same height.

With a lip like that you could still look over the top of it, but because the angle is so steep it would push the air up and over your helmet.

It wouldn't give you the same smooth flow that a higher windshield would though.

I have a "lip" at the top of the Jurock windshield on my Majesty scooter. It does work to divert airflow above the normal lines of the windshield. I see the visible evidence of this when riding in the rain. The old windshield I removed did not have the additional lip on it. Water would run up the windshield then fall down onto my legs. This doesn't happen with the lip on the new wind shield. It also helps to divert bugs(as well as water) up and around the sides better than the old windshield. Both are the same height and width, with the only difference being the reverse edge at the top of the new one.I look over both of them, but there is much less turbulence for me riding with the newer windshield.

If you e-mail Craig Vetter, he might be able to put you in contact with Alan or Terry.

Look into what a Laminar lip will do. Laminar LLC - Products for Motorcycle Windshields and Fairings, Makers of the LIP & Touring LIP there are other sites that explain the aero behind it and the various lips and shield vents if you spend some time with google. I'm on my lunch break here so no good lists other than a google search
